Workshop Summary - APPROVED
March 11, 2014, 5:00 p.m.
Attendees: Library Director Michele Kinnamon, Library Board Pres. Suzanne Sager, Dir. Kraig Bartel, Dir. Janet Bowen, Dir. Earlean Marsh, Dir. Jane Troeh, Project partner David Bugni.
Meeting was called to order at 5:05 p.m.
The workshop opened with Mr. Bugni asking if the board has looked at the sign’s proposed location in front of the library. He explained the criteria that led to choosing this placement 1) It is between the two entry points to the library parking lot and well situated to be viewed from Wade Street 2) Proximity to existing utility lines 3) To minimize trenching to the power supply. Mr. Bugni showed detailed drawings of the basic sign structure, which included allowances to add artistic touches at a later date.
The sign is planned to be created in two phases: Phase one will be erecting the pole, LED sign and the lightbox that will contain the library’s name; Phase two will encompass addition of artwork and decorative embellishment.
The rest of the workshop consisted of Mr. Bugni showing the board the RFP (Request for Proposals) that will be publicized to potential contractors, and the board asking questions and providing input on the RFP. The plan forward is to issue the RFP by March 19, 2014; the bid deadline is April 14, 2014; the target completion date is August 25, 2014.
LD Kinnamon asked about requesting funds for the sign project from the Estacada Area Literary Foundation. The EALF had offered “seed” funding of $5,000 at its February 2014 meeting and the library was told to submit a formal request for those funds. Mr. Bugni suggested that the request be submitted after the bidding process ends. The Library Board agreed. Mr. Bugni asked for information on where the City of Estacada posts its RFPs and LD Kinnamon said she would ask City Manager Bill Elliott.
